They addressed this before at SDCC. They said that Hades may not have been telling the truth.

So either the crystal cant kill gods (why was it important to Hades then?) or it can and RH is nothing now. A&E please -_- I will only accept the Hades is lying thing if they actyally plan on establishing that in the show with a valid reason for why he’d do that

The additional problem here, of course, is also the Zeus factor. Zeus brought back Hook for heroic deeds and valor. But Robin quite literally made what the show believes is the ultimate show of true love by dying for Regina and…is not brought back by Zeus…in spite of this whole “Hades is lying!” thing.
