It is: he gets first born to deprive Kings, Lords or Generals fighting wars from getting the troops they need……if they really wanted the troops they will be forced to make a huge deal to get all of the first borns to enlist and fight in their arimies for whatever reason. It is a power thing for Rumple and it has always been a power thing because he knows better than any other character how it feels to be powerless. Being powerless to him means he is nothing and being power is having everything but unfortunately the cost is that he becomes evil.
