I do think that there is magic in Storybrooke of some kind for two reason. One Emma and her various causing things to happen, the clock ticked, the mine fell in, Rumpel remembered, the hat worked and two Hansel and Gretel’s compass worked at the end of Ep 9 when it pointed towards their father.

That doesn’t prove that Rumpel or Regina are using magic. We haven’t seen any of that yet. There are non magical ways to do what they have done so far.
