Well in the Once version, Flotsam/Jetsam don’t necessarily have to have exactly the same story/role. I’m thinking if Regina turns herself into Ursula, she’d also turn one of her guards into a sea creature as well, so she could have someone she trusted to go under the sea and help her.
I never bought into the Dr Whale = Monstro theory.
