Maleficent says that to try to avert Regina’s vengeance. She’s trying to get Regina to understand that nothing she does will change what’s happened to her lost love. It’s like anyone in Regina’s place – you lose someone and you can enact vengeance but the person is still gone or you lose someone and you can cope with the loss and you can move on.
