It’s difficult to tell. Skin Deep could take place at the same time as events in another episode take place or even during the events of another episode. For example, Dreamy starts off then skips to one year later. Skin Deep could take place within that year’s jump.
Some things are certain:
It takes place after Stable boy but before 7 15am.
It takes place before the bar scene in Dreamy.
Other things to consider:
Regina is riding through the forest in her carriage. In True North she did the same thing and told Hansel and Gretal it was “her” forest.
I think it is after Regina has killed Snow’s father and forced Snow into hiding.
