It has never been explicitly stated. It might be like an inlet or a bay off the ocean and not the actual ocean. All we know is that it is a four hour drive to Boston from Storybrooke and that it seems to be on a body of water. I think it has to be coastal because it is Maine and i don’t think there are any big lakes like the Great Lakes or anything.
