I don’t think The Blue Fairy wanted the curse in the first place, nor did she think that it was even possible for the curse to happen. She was pretty confident that Rumpelstiltskin would never be able to make it in the first place. She was even surprised when he came to reason that a curse would be a solution to finding Baelfire–she dismissed the notion that it could be done, that it was even beyond Rumpelstiltskin’s power. She was wrong, of course, but it is not the first time.
Nor do I think that she intentionally sent Baelfire with the magic bean to fail and be sent away. I think she thought that Baelfire’s word would be enough for Rumpelstiltskin.
