I suppose I just don’t see the issue. Peter Pan certainly would be iconic, and the fact Kitsis and Horowitz didn’t have the rights to the story in season 1 actually helps explain why they waited to reveal his identity until season 2. They just recently obtained the rights to all of the characters from Peter Pan, not just Captain Hook, in time for S2. They may have been especially mysterious and vague with his character details, not giving too many hints, thus leaving open the possibility that he could be any number of characters (just in case they didn’t obtain the legal rights to the tale).
I’m not claiming he has to be Peter Pan, but I don’t think we can rule out the possibility just because of the timing of the reveal. If anything, I think this adds to the case of him being Peter. Kitsis and Horowitz have said the story is one of their all-time favorite fairy-tales. It just makes sense that they waited until now to reveal his identity if he is in fact Peter.
When it comes to the possibility of Dr. Whale being Triton, I agree that certain characteristics you wrote about fit pretty well. Yet, there are also the other characteristics from the spoof dating video to consider.

-Good at making friends.
-Didn’t want any “stuck-ups” or “prudes”

How does it make sense for Triton being such a player and a womanizer? I also don’t think Triton was that great at having fun or at making friends. I think there a quite a few loose ends to consider.
I’m not sure what to make of Mushu. It’d certainly be entertaining. Lol! 😀
