The thing is we have never actually seen Snow pick Storybrooke clothes. There is no reference there. We have seen what she wears in fairytale land, but not Storybrooke.
And Emma’s outfit seems pretty normal Emma to me with the boots and the tank top. It is only the coat that is questionable and i have no issue with them having different clothes. The jacket Emma has been wearing all season, we never saw in the first season either, but i don’t think that means that she is someone else.
