What I picked up was (idk if I’m 100% right? but it’s what I think)
The part where Jefferson and Regina meets Dr.Whale, he was sitting down drawing something which was the Dahlia flower that was in front of him and that flower was from the Wizard of Oz which is named Dahlia Wizard of Oz if you search it on google you can see it (http://www.flora-images.com/picture/DAHLIA-WIZARD-OF-OZ-2537.jpg)
(btw the director of the 1939 Wizard of Oz movie is Victor Fleming http://www.imdb.com/title/tt0032138/
and the rest of that small flower garden that’s in front of him(which has Dahlias, Blossoms, Banana musa coccinea which is in the middle is almost the same one from this cover photo here from the Wizard of Oz
