In real the pigeon or dove couldn’t have found Neal, they only fly back to their homes, they don’t find anything else. But we have seen Charming use a pigeon or dove in FTL to send a message to Snow, and he told that bird, “Find her”, had the impression, he didn’t know exactly where she was at that point. FTL bred pigeons might be a little different from ours. able to find people 😉
