Cora *does* love Regina- just in a very unhealthy way! If she were going to kill Regina, she would have done so when she had the chance- when she was pretending to be dead as originally planned. She believes that Regina is going to need her once the curse is broken, and she can’t resist being “needed.”
Cora has messed Regina up psychologically- that is why Regina still loves her. (My dad is a psychiatrist and could tell you all kinds of stuff about the effects of dysfunction in a family.)
