I think Dr. Whale being in 2×21 indicates that the whole of SB is moving realms, not just some of them. Like on LOST where some people wanted to leave and some stayed behind. But in this case all of them are going because I think the real big bad for the end of the season is the outside world and Greg and HER aren’t going to give them a choice: flee to Neverland or be hounded by news media who have uncovered magic.
