Possibly. Tamara was searching for magic that the Dragon had but was flatly refused because she didn’t really have an ailment. Pinocchio was clearly afflicted, so Tamara left $10,000 unattended, knowing August would probably steal it, get the potion, and then she’d have the magic he wanted. So in a round about way, magic did bring them together (and then tear them asunder).
