I could see Rumple nudging Regina to trigger the fail-safe though, by making her believe it would kill everyone. Yet all the while, it would simply transport everyone home again. If so, then Rumple may have given the ruby to Regina for safekeeping, and she chose to hide it in Snow’s coffin.
