…and she’s been working with Pan to get Henry to Neverland. While I can’t directly connect the two characters because Tink hasn’t been mentioned in the show yet, it makes the most sense. They are both blue fairy’s, would be around the same age in the Once time line, and play into the overarching Pan story. Here’s what we know:
1) In The Return, Blue gave Bae the magic bean (the last one in all the realms) that sent him “where he needed to go.” Watch that scene again. He doesn’t even ask her for the bean — it’s her idea and she sort of pushes it on him. Later in that same episode Blue is the one who gives Rumpel the idea of a curse that can reunite him with his son.
2) Just 6 months after getting to our world, Bae encounters Pan’s shadow. Blue was supposed to send him to a world without magic and it takes him just six months to stumble upon a extremely powerful magical being who is searching for a boy who will turn out to be Bae’s son. Not a coincidence.
3) Somehow Bae escapes Neverland back to earth — even though Wendy very clearly said that no one can leave the island — and just so happens to run into Emma, who the Blue Fairy helped reach our world along with Pinocchio.
4) Speaking of Pinocchio, August sure had a lot of information regarding Neal who he never met before. We know that August had some contact with the Mother Superior in Storybrooke. And she certainly knew who Bae was. Additionally she was the only one who would have known everyone’s story and therefore been in the position to write Henry’s book.
5) In The Return, Bae’s friend Morraine speaks of Blue: “Reul Ghorm is an ancient being that rules the night. The original power.” Bae asks if her power is bigger than Rumpel’s. She replies: “Bigger than anything.”
6) She claims that fairy’s can’t lie, but that’s proved untrue in he Pilot when she lies about the number of occupants the wardrobe can transport.
7) She broke up Dreamy and Astrid’s relationship because apparently only humans can have true love.
8) And finally, after two seasons we still don’t have her back story. We’ve had two episodes on Whale but nothing on the Ruler of the Night.
I think that Pan needs Henry and has been scheming with Tinker bell for several hundred years to get the pieces set correctly for Henry to be born and then end up in Neverland. My guess is that Pan’s shadow is some kind of curse that Henry may be uniquely qualified to break.

It could mean that Blue and Tink know about each other and are separate entities. I do think Blue may be working for PP, but I’m not sure if she is Tink. I think Tink is going to be very wicked.

Adam tweeted RumplesGirl a few months back confirming that Blue didn’t have her memories during the cursed years. It crushed many of our theories that she was a “big bad”. I’d been convinced that she was the one who had orchestrated Henry’s adoption, and convinced that she’s the one who had told August all about Bae, but that can’t be the case if she didn’t have her memories during the time August was in SB. I think it will turn out that August found out about Nealfire from The Home Office…which is ultimately controlled by PP…who is Blue’s boss.
So I do agree with all of your points that suggest she’s been an agent working with a secret, nefarious motive to manipulate events all these years. (I also agree that she’s likely the one who wrote the book.)
I dunno that she’ll be playing a dual role as Tink though, (I’d expect her to be blonde and dressed in green…please God not the same style of costume as Blue’s ridiculous jellyfish dress), but I do think she knows Tink, and has been communicating events in FTL back to Tink in NL, so that Tink could keep PP up to date on proceedings.
