I think that could very well be the case. Something must change within Rumple before he can finally let go of the past. Maybe Neal has to return. That way, Rumple could finally get over his cowardice of having let go of his son in “The Return.”

A combo of Bae returning, his Belle moral center, and actively trying to do the right thing will help.
