Of course, we dunno how many people Tamara knew, and if she’d have told those people that she was leaving to go to SB to see Neal, (probably unlikely, considering what she was really going to SB for. If she told anyone anything it was probably, “Just leaving town for a few days with Neal.” Unless it was family, who is also involved in THO, who she didn’t have to keep secrets from). Either way though, whether she told anyone she was leaving town or not, if she’s been reported as missing, Neal’s the guy they’d be keeping an eye out for.
Did she have a 9-5 job? What did she do during the day when Neal thought she was at work? How many other operatives of THO were there? Did they all know each other? Was there a THO meeting and everyone showed up except GOAT? Normally I’d just suspend most of my disbelief about why no one noticed that Tamara was missing (Greg we cant get away with, he has no other family) but they made a point of giving Tamara a grandmother.
