I dont think Belle is powerless at all. I just think the kind of power that Rump is attracted to or would be more attracted to is the kind that Cora has. I never thought of it as internal and external (which is a great way of seeing it) but I still think…. Rump has some glimmer left still for Cora… I do believe that he is a changed person than who he once was but again, Cora with a heart is a changed woman clearly. And also, lest we forget, Rumpel wasn’t exactly opposed to Lacey who was a dark version of belle and similar to a magic-less Cora. Rump was into it totally. So if were suddenly out of the picture, I think he could easily find love again in Cora.
