Heroism and sacrifice go hand in hand. You must give up something for the betterment of those you love without expecting anything in return. Rumple gives up his life to save Belle and Baelfire, knowing that he will “die.” Regina gives up her only child, the thing she loves most, in order to protect a town full of people from being cursed once more. This is heroism.
Hook gave up his revenge, yes, but I’m not going to applaud giving up 300 years of attempted murder. That’s the *right* thing to do, not a sacrifice. So for me, personally, Hook has dome some heroic things but he hasn’t crossed that line into heroism.
