    So, we have had some things stated in interviews that A&E wanted to get Graham back for 3B. Also, an article or two has said that Zelena would be related to two characters we already know. Another said something about incest. So, I was thinking…maybe Zelena is Graham’s mother. She was under some kind of enchantment or curse by Cora, which caused her to abandon Graham, who was then raised by wolves.  When Cora died, the enchantment broke, so she came after Cora. Then she learns somehow that Cora is dead and Regina is responsible for Graham’s death.  Therefore, she is seeking revenge on Regina.

    The “incest” comes in if Regina was unknowingly sleeping with her nephew.

    One thing to add…timeline might not work if she is really Regina’s sister unless they are really far apart in age. I think this mostly works if Zelena is pretending to be Regina’s sister and really isn’t. It is possible Cora was young when she had Zelena & Zelena was young when she had Graham.
