It is odd that this scene was cut, because that really is something major! I do think it was meant to be in 314, because Raphael was included in the guest star list in the 314 press release. Maybe it was written in such a way that it could be slipped into another ep instead, without it messing with the context?
PS. I love that William fricking Shatner is a Oncer. LOL
