No. They havent. I guess will be my short answer for this. But then comes the question when is punishment enough punishment and is it done to punish only, or as a “side effect” of trying to help redeem them. But I dont think this can completely be apleyd on to the show. Because in real life massmurderes are not like what our Rumple and Regina are and they live in a different reality… obviously 😉
But really I hate the Word redeemed. I feel like it Mean,s when you are redeemed your past wrongs will be considered undone. And this is in my opinion, never possible. So in that sense, Rumple and Regina will never be redeemed. But that doesnt mean they can not change and be good people all the same, just not redeemed people.
