As far as Snow/Regina goes, Regina never promised Snow she wouldn’t kill anyone.

Rumple never promised Belle he wouldn’t kill Zelena.

I don’t think the issue is going to be Zelena’s death but that Rumple lied to Belle. Zelena never showed any remorse for her actions, she was taunting Rumple when she thought he couldn’t do anything to her. She only changed her tune when she realised Rumple could carry through on his threat to kill her. Regina herself threatened to kill Zelena if she tried anything which suggests that Regina didn’t trust Zelena.

Zelena didn’t jump at the opportunity of a second chance which suggests that she had no intention of redeeming herself and was going to bide her time until she could regain her power. The Mills women aren’t renowned for accepting second chances gracefully. Had it been Henry that Zelena had a hand in killing then I doubt she would’ve even made it to the cell.
