That is an unconfirmed popular theory among CS fans because they like to slant what has actually been said in favor of their own wishes. What Colin actually said is that he playing an alternate version of Hook, but he probably just meant he is playing a cursed version of Hook (i.e. Rogers). Rogers isn’t some sort of clone who never knew Emma or anything like that. Rather, he is a cursed version of Hook and simply doens’t remember her the way Mary Margaret was a cursed alter ego of Snow White.
