I wouldn’t be surprised if that is part of the “understanding” that Philip and Aurora have with Zelena. She drove out the ogres using her magic and in return demanded they ally with her. She’s like Moscow during the Soviet Union imposing her power on all the other smaller, surrounding satellite states.

Also, I have a theory that perhaps Aurora sent a message to Hook about Zelena’s plans. She knows Hook and believes he cares for Emma. Plus, Aurora and Philip seem to be “in the know” about the Wicked Witch, so I could see her tipping off Hook just before Zelena cast the curse.
