I am hoping you are right Happy Endings, and this is all part of a plan of Emma & Regina to get to the bottom of things. I can even see Grumpy as a trusted plant in the meeting to steer people toward falsely accusing Regina.
Emma & Regina grew to trust each other and work together in Neverland, and I would hate to see their relationship backpeddal.
