I think that’s an unrealistic expectation given the nature of the plot. If your expectation is public apology those are just words. If we are to judge by her by actions, she sacrificed the one good thing in her life and everyone was saved as a result. Ultimately her actions during the season 2 finale and season 3 midseason finale show her innate goodness and let’s not forget that the dwarves, Archie, Granny and the rest supported the decision to save Regina by sending the trigger through a portal. They likewise witnessed her sacrifice in cancelling out Pan’s curse. If I were in the shoes of one of the minor characters I would be impressed by this selflessness and sacrifice and would see Regina in a new light.
