Sounds like Neal was not part of the second curse if he’s only just now arrived in SB. Also, it’s really sad that Neal’s relationship with Henry and Rumple are both impacted negatively right now. Here’s hoping he can break the family cycle and reconnect with both his father and his son.

Meanwhile, in the Fairy Tale Land that was over the past year, agonizing over the death of his father, Neal – with the help of Belle and enchanted candelabra Lumiere – attempts to find a magical solution to bring back Rumplestiltskin from the dead
So Rumple really did die, but sounds like Neal and Belle have a plan to bring him back. Whatever happened to “dead is dead”? I guess the Dark One technically is immortal, so we’ll see. This story arc sound so sad, but it should be really interesting.
