Dont know if this was discussed, but Regina probably did have a spell on her heart to prevent it from being ripped out and used to control her… Except, she took it out HERSELF. If Zelena had tried, it probably wouldn’t have worked, but Regina was being safe and probably just didn’t bring it at all in case Zelena had a way around her spell.
