I agree with you both in that they haven’t been redeemed. I think the only way for them to truly be redeemed (or whatever word you wish to use) would be for them to first-hand experience every bit of pain an suffering they’ve ever caused to others. This would be re-living all the fear, mental, emotional, and physical pain they’ve ever caused directly (via murder) and indirectly (the pain the families of dead victims felt), probably via some curse. Only then would I feel like they finally ‘get it’, and have truly suffered as they should in penance of their past crimes.
