He may well be Yen Sid, he looks similar to the animated Yen Sid, though not quite as bald and his beard isn’t as long.
Dunno about him being related to Charming, but I do think Charming’s father will feature in this sequence because the cart is parked outside a place that may be a tavern. The ep is called Smash the Mirror and in the original Snow Queen story there’s a smashed mirror and people gets shards of it in their eyes and hearts and it makes them see and do only bad, in this case, Charming’s father falling off the sobriety cart.
