Regina made magic from magic before the curse was broken. Remember the obnoxiously big apple turnover that only required one bite to put Henry into a coma? Honestly, I don’t think Henry has magic.
The apple came from the hat which required a magical trinket, not Regina herself making magic though. The hat on its own didn’t work–it needed “fuel” in the form of the ring. But Regina herself couldn’t do anything.
