I think that while Rumple is getting sadistic pleasure from torturing Hook, he’s also got no real interest in hurting Emma or anyone else (besides the fairies & the apprentice, whom he already hated) unless it furthers his plans (or keeps them from interfering with them). He only tried to put Emma in the hat because she pretty much begged him to and he couldn’t pass up the opportunity. And, like I said, he’s shown a teensy bit of compassion to his puppet a couple of times–giving him the freedom to go off and kiss Emma goodbye before the spell of shattered sight set in, and reassuring him that Emma & Storybrooke would be relatively safe from All Powerful Rumple. He has no reason at all to be even that generous to Hook, as he pointed out, but the human bit of him (and the bit that remembers how Zelena treated him) gives Hook that tiny bit of compassion.

I don’t think that’s why he doesn’t make Hook hat Emma; I think that’s for the twin reasons that he doesn’t really want to hurt Emma and that allowing the Snow Queen’s plan to go through (for which she wanted Emma) gave him cover to go through with his plan and come out smelling like roses to the people he cares about. So that’s out of consideration for Emma/his idea of protecting Belle & Henry (which involves their believing the best about him).
