Don’t you find it weird that he’s able to contact Emma after he supposedly moved on and tells her exactly what Cora tells Regina?
Weird? Yes. Significant? No.
And the messages are different, or at least serve different purposes.
Neal tells Emma not to go because it’s incredibly dangerous and as he says, he cares about her; Neal even acknowledges that he knew telling her would make no difference but he had to try.
Cora tells Regina to leave because (really) what it means for Hades that they are there.
