It depends on how one is defining “creepy” which is such a nonsense word to begin with because people are “creeped out” by different things. For example, I am “creeped out” by the obsessive level with which Snowing love one another–disregarding their own lives, their own desires, their own individuality, their own internal characters, and, of course, their children (with Emma in NVL and with Baby Snowflake since he was born).
The question is not “is this ship creepy” because that question has no real answer given the rather fluid nature of the adjective.
The better question is “does OUAT demonstrate love in all its complexities and problems while keeping it believable, grounded, moral, ethical, and true to the characters as they were conceived and have been developed through the narrative?”
The answer is no.
