I think the genie will be mentioned in passing so we know he exists. I said the same thing with Olaf and was wrong but yoy really camt have Aladdin with the genie and even if this takes place after the events of the last film, the genie had to have played a hand.
And im going based on the sneak peek. Aladdin clealry has some kind of high, respected position of power. Jasmine is nowhere in sight. He eoesnt seem to be in his right mind. And clearly there is some thingbnot right with Aladdin. It could be a nimue/merlin situation.
I dont think they will keep her that way if she was evil. But its all speculation.
