Pretty sure it was the latter.
Well… you would think EQ would have done that years ago and saved herself all this trouble. Like seriously, she had an all seeing mirror, and she could clearly poof people from anywhere (she poofed charming into her dungeon before she gave Snow the cursed apple that one time, and apparently did it to Snow now) so I am just kind of questioning why, ya know, she never did that before.
