This was not done by accident. Everything the directors do are for a reason. They always put subtle hints here and there but this is far from subtle. Hook is focused on revenge for now but soon he will realise his feelings for Emma. Neal is just another bumpy road that Hook and Emma will have to overcome.
The couples who have the most bumpy roads and take a long time to realise their feelings for each other are always the best, because its worth the wait.
