I think people tend to view strength in physical form such as action scenes hence why Emma, Snow and Regina are seen as “strong” females. Belle has emotional strength rather than physical strength. After everything she has been through, she could easily be mistrusting of those around her, yet she’s not. She sees the good in people even if they don’t believe themselves to be good (Rumple). She is still caring and compassionate.
