OK, I found something in the rules that may explain the confusion:
“Category placement will not be finalized until 72 hours prior to the publication of the
nominating ballots. Entry in a category does not assure placement in that category. “
The ballots will be published June 11.
Also, agents, producers, production companies, tv networks, managers and actors can all submit an actor for consideration for a nomination. With so many different people involved in the decision making, it’s bound to get confusing.
