Actually, I don’t think it would have been too bad for them cause they would have been transferred to another Foster home before too long to avoid potential attachment issues. Of course they wouldn’t have bothered to keep Pinocchio and Emma together since I don’t get the impression that Pinocchio told the authorities that they were brother and sister to ensure they weren’t separated.
Although, honestly, I’m surprised Emma wasn’t rapidly adopted being a healthy newborn baby. it just doesn’t make sense that she would be left inside the Foster Care for any extended length of time.
