It actually makes more sense to me now that we know that Ruby is a wolf. If Dr. Whale is also a wolf it makes sense that he has been drooling all over Ruby – he is attracted to her since she is a female wolf!
I really think the nefarious Dr. Whale is a villain to be contended with still. He does have wolf-like stalker tendencies, and it’d be interesting to see if he’s hitting on Ruby because she is a she-wolf! (Though I’m not too sure we’ll see the three little pigs in OUAT).
