He did infer that possibility. Although, then that begs the question of how Mr. Gold knew to bring Henry to SB, which is inferrred by Regina at the end of episode 2 — The Thing You Love Most. She accuses Gold of engineering things so Emma would come to SB.

I think this is well said. I like the idea that it is about keeping order for her, especially since she seem to be part of an “order” in SB, LOL.
As to why she didn’t help with the other things and do more, there is probably a balance as to how much she chooses to interfere in the general affairs and choices of the people in FTL.
Cinderella did have a fairy, just not the BF, that came to help her. That fairy was ambushed by Rumpel for her wand.
It seems the faeries tend to work more on an individual basis — Cinderella, Jiminy, Bae, Pinnochio. They also seem to work, so far, on behalf of the younger denizens of FTL.
