It could be Rumple’s and Belle is out of shot, maybe what startles the Charmingstiltskins to having those looks on their faces is seeing Belle walk down the street in her Lacey clothing and something happens to her.
Personally, I think this is Bae’ dream but we can’t discount Rumple.
