…OK. It’s a stretch. But maybe he’s uncomfortable without water or being far from the sea for long periods.

There was also the reference to Splash at the beginning when Grumpy was talking about what outsiders might do to the people of Storybrooke if they found out about the town. It would definitely be ironic if the person coming into town was actually a merman.
However, I’m not sure of a famous underwater story that could fit in with the casting call. My first thought was that he could be working for Ariel, and Her was the reference to her, but I can’t see someone working for Ariel that might potentially be a big bad for next season.
