Personally, I hope the Home Office is older than Wendy. In fact, I want it to be really, really old. I want it to have been in existence since ancient, possibly prehistoric times. Ever since magic first came into being, there were people dedicated to fighting it.
Though I wouldn’t mind if Wendy created the Home Office by bringing the different anti-magic groups together, rather than simply start the group out of whole cloth.
