Regina didn’t exactly help to make the portal block. She just stood there whilst Rumple did all the work.
I always thought that Blue Fairy was up to something, just because of the times she could have helped she didn’t and when she did intervene sometimes she made the situation even worse. I do think Blue and Rumple had a prior run in to her giving Bae the magic bean. Rumple seemed more against the fact that Bae had gone to Blue for help rather than Bae had found a way to rid Rumple of the dark one.
As for how powerful Blue Fairy is, Rumple said that magic is “not an intellectual endeavour. It’s about emotion” Dark magic thrives on strong dark emotions such as anger and hate. Whilst love is also shown to be a pretty powerful emotion. What if fairies are limited in their emotions? Blue would be against using dark magic but she believes fairies can’t love. It would explain why she split up Nova and Dreamy, Blue believed love between a fairy and dwarf wasn’t possible. With the strong emotions off the table, Blue would be reduced to using weaker emotions for her magic thus making her magic weaker than the likes of Rumple, Regina, Cora and Emma.
