That’s a great idea – as you say, they could certainly do both by showing outsiders in the present and giving us the early days of Storybrooke in the flashback. I really want to see those early days!
I have a personal theory that the library was originally open but Regina closed it after she adopted Henry. I want to see if I might be right for a change!
